The Dishan-Kala Hospital, established in 1912, marked a pivotal advancement in the healthcare system of the Khiva Khanate. Prior to its inception, medical care in Khiva was predominantly administered by traditional healers known as ta-bibs. The establishment of this hospital introduced professional medical practices to the region, reflecting the Khanate's commitment to modernizing public health services. ​

A notable feature of the hospital is the majolica inscription that reads: "The Hospital of Cesarevich Alexey," highlighting the amicable relations between the Khiva Khanate and the Russian Empire during that era. ​

Architecturally, the hospital exemplifies an eclectic style, harmoniously blending European architectural elements with traditional local motifs. This fusion is evident in the building's design and decorative features, showcasing the cultural synthesis characteristic of early 20th-century Khiva. ​

The hospital's construction was part of broader modernization efforts within the Khiva Khanate, spearheaded by progressive figures such as the Khan's vizier, Islam Khodja. Recognizing the necessity for reforms across various sectors, Islam Khodja facilitated the allocation of funds for the establishment of medical, educational, and other public institutions. Consequently, the Dishan-Kala Hospital became the first of its kind in the Khanate, eventually expanding its staff to include experienced doctors from different regions of the Russian Empire and introducing a women's department dedicated to maternal and child health. ​
